Although Allah expects those who worship Him to be ritually clean, He is Merciful and allows certain concessions. He (Allah) says in the Quran (2:286) that He does not burden a person beyond what he can bear.

This means there are exceptions, but the only exception not acceptable is the accommodation to other cultures or work place rules. And that is because the Islamic demand for separate, special, compliant work place and public facilities is based more upon power and control than religious rights. Islam must predominate everywhere over everything. Demands for washing facilities are more a statement of religious affirmative action over a host culture or other authority then it is about holiness.
